HIYA
The Flilipino culture in my opinion, centers around Filipinos prioritize social values, the most important being hiya. Hiya is to basically know shame. It is reinforced by the spanish term amor-propio. Hiya is important as with it, one can gain acceptance in the community. It is so important that for example, no matter how useless I find a worker, I will never tell him straight but beat around the bush, tell him indirectly or use euphemism. You will rarely hear a straight 'No' from a Filipino. More like you would hear siguro nga (maybe) or bahala na (see how it goes).
The disadvantage is that some people never get the hint. As such, many a times an intermediary is engaged to break bad news. This is to avoid someone else losing hiya as to do so would be to invite conflict hence the intermediary.
In a family, the intermediary for the children and the parents is usually the grandparents since it is common for nuclear families.
In a workplace, the boss would engage the employee's coworker to talk to employee for the boss. However, this might cause misunderstanding if information is relayed incorrectly.
